The scorecard for socio-health management has prompted a change in Badalona Serveis Assistencials towards a data-oriented organization
European health systems face major challenges mainly caused by the aging of the population, the increase of chronic diseases and the current limitations of public funding systems. Current health systems will therefore not be able to face these challenges if they do not promote a profound transformation in the provision of health services, with a special focus on the treatment of chronic patients who, precisely because of their volume, are the actors to whom the system will be oriented.
To face this transformation, Badalona Serveis Assistencials (BSA) has implemented a scorecard to manage the “El Carme” social health centre. The scorecard aims to provide a decision-making tool to help monitor the activity, improve the planning of the occupancy and available resources, allow the monitoring and objective measurement of the quality of care indicators and enable to make predictions about occupancy and consumption of resources. All these objectives focus on improving the efficiency of the system, without losing sight of the quality of care.
Thanks to the implementation of this scorecard we have already observed a great impact on the organization, which is fundamentally seen in the following achievements made so far:
- The scorecard has made a difference in the business intelligence strategy at BSA. Prior to the start of the project, there was a lack of a single criterion in the data or indicators used in each BSA department involved in the activity and management of the “El Carme” social health centre. Thanks to this initiative, a consensus among the different departments about the relevant information for the proper management of the service has been reached, making it easier for all of them to speak the same language.
- As a result of the previous achievement, a trend towards a better management of the occupancy and greater efficient consumption of available resources is observed.
In short, the implementation of the scorecard for the “El Carme” health centre has laid the foundations to promote the process of cultural change in BSA towards a data-oriented organization.
As next steps and in line with the current trend towards the use of Real World Evidence, we will measure the impact that the level of use of the scorecard has on the management of patients treated at the “El Carme” centre. In this regard, we intend to evaluate whether the use of the scorecard and the analysis of the information available for decision-making facilitate the patients management and has a positive impact on their quality of care.
